STILL DEFINING THE LEGAL LIMITATIONS. New Orleans, La.. Dec-ember IS. — Manager Joseph A. Murphy has submitted to Governor Hall. District Attoruev Luzcnberg and Mayor Behrninn the rules that will govern the raciug during the meeting which will oiM-n at the Fair Grounds January 1. He notified each that copies of the Locke law will lie posted conspicuously, with a warning that everyone will Ik- compelled to adhere strictly to Its provisions. 1 i each he sent the followiug communication: "With the essential fundamental that betting i-legal under both the civil and criminal code of the state which is admitted by every one. if we ace not within the law we will get within it, not as promulgated bv some itinerant reformer, but as denned by the proper authorities of the state of lyotiisiana. "We have nothing to conceal and we will be glad to have the calcium light thrown on us. Here is our proposition, and if there is any hole in it. we will fill it: Strict adherence to the laws, as defined by the proper authorities, will lie our policy, individual betting is legal. iKith under the civil and criminal code of Louisiana, and only individual betting will lie permitted.
