QUEBEC CLUBS CONSIDERING SECESSION. Montreal. .Que., April t . — During the past few-days the formation of a governing body for thoroughbred racing in the province of Quebec has been discussed here. Within a few days a meeting of the owners of the various trae-ks, with the exception of Blue Bonnets, will be held, when the proposition will be brouglit to an issue. The new governing body would be operated on much the same linos as the Canadian Racing Associations and would embrae-e all of the half-mile tracks, together with Mount Royal and perhaps Dorval. 1nder such conditions, jockeys who were ruled off for incompetency at one track would not be allowed to ride at another, until the ban was lifted by the officials who suspended them. It would also hold owners and trainers under better control. Last season there were several cases ejf riders ruled off at MM trae-k Ix-ing allowed to ride at another, while horsemen who were disciplined, were also given the privile-ges of other tracks after trans- | ferring their strings. The heaileiuarters e f the new association, if formed, will be in Montreal.
