PINKEBTON HOPEFUL ABOUT RACING HERE. Now York. July 20. William A. rinkerton is enthusiastic over the prosxects for a thorough revival of racing in Chicago. "There is no iues-tion," said he, "that a feeling exists in Chicago favorable to a resumption of racing and it would not surprise me if there was some favorable legislation in Illinois this coming winter. There is hardly a dissenting voire against the meeting now in progress, which "is being conducted woll within the law excepting for a few almost isolated infractions, where men could not withstand the temptation to pass money when making a wager. Dut they were quickly arrested and will have to answer to the courts. The speculation is absolutely upon the credit or oral system and will so continue until the law is changed. "That racing can be conducted at a profit under these conditions was proved ere three days of the meeting had born decided, and I dont think that the reserve subscription fund will have to be touched. That speaks well for the future and I am highly optimistic about racing coming back to Chicago on a b"tler and more solid foundation than it ever was before. I hope so, anyhow, for Chicago certainly wants to patronize the sport, judging from the attendance. Everything has been orderly and no complaints of lobt.ery or welching have been reported. 1 think 1 can safely predict that the foundation has lea laid for permanent racing in Chicago, either under the existing conditions or by legislative enactment.
