COMMISSION TAKES IMPORTANT ACTION. Lexington, Ky., November 2. Chairman Johnson N. Camden, vice-chairman T. II. Talbott and Judge Allie W. Young, comprising a quorum cf the Kentucky State Racing Commission, met here today on the call of chairman Camden and adopted the following rule: "No horse foaled in 1915, or thereafter, shall run in any race before April 1 of his two-year-old form and, under penalty of thereby disqualCfying himself for all races under these rules, until December 31 of his two-year-old year." It is explained in the minutes of the meeting, as prepared by secretary S. C. Nuckols, Jr., that at the meeting of the commission held October 7, 1915, chairman Camden was authorized to meet with a member of the Jockey Club and a member of the Canadian Racing Associations to come to a mutual agreement with reference to two-year-old racing. That three representatives met in New York November 7, 1915, agreed upon the above quoted measure and, further, agreed that it would be incorporated into the Rules of Racing in their respective organizations. Chairman Camden became ill and the matter was deferred until today. The commission empowered chairman Camden to employ attorney John T. Shelby to represent the commission in association with attorney Fred Forcht of Louisville, in defending the suit recently brought by manager John A. Hachmeister in the name of the Douglas Park Jockey Club to prevent the commission from stipulating minimum purses to be raced for in this state.
