JOCKEY BOREL GRANTED A LICENSE. New York, November 8. Jockey Charles Borel, who has been on the ground for a considerable time, was granted a license to ride at the recent meeting of the stewards of The Jockey Club. Borel has been keeping himself in condition with a hope of reinstatement, galloping horses for Richard F. Carman, and had his first mount at Pimlico Tuesday, riding Lady Barbary in the fifth race. J. Glass, who hjis been on the ground for a considerable time, wasi denied a license to ride. Albie Smith, aa Australian jockey, failed to have his application passed; for the reason that he was not properly identified. As soon as- lie complies with this regulation he will be granted a license to ride. The following trainers and jockeys were granted licenses: Trainers C. 0. Capps, C. "W. Carroll, W. II.
