HOPE TO IMPROVE HANDICAP RACES New York, December 21. One of the objects of the proposed amendment to the Jockey Club rules defining over night races, in which it is suggested to make the closing of entries seventy-two hours in advance of the race, is to give owners an opportunity to participate in the surplus money derived from claiming and selling races. The change, it is believed, will bring out a better class of horses in handicaps, which have heretofore paraded only as selling platers.
