General compliance with the fuel, conservation order produced marked changes in the activities of Chicagos busy loop district at 3:30 today, when office buildings, banks and many business concerns shut off heat and lights and the -homeward rush began two hours earlier than usual. The city entered upon its new schedule for business with a noticeable, absence of the bright lights which usually begin to shine in the streets late i:i the afternoon. With a few exceptions the orders for fuel saving were observed, and in these cases official notice had not been received. Layoffs and pay deductions for thousands of surface and elevated employes, and the biggest cut ever made in the car hours of Chicago straphangers, were included in new schedule orders lieiu prepared today by traction operating chiefs folloviii; the state public utilities commissions coal conservation order. Train service out of Chicago to all points west, northwest and southwest was cut one-third today by a drastic order of the Tinted States railroad administration for the conservation of coal. WASHINGTON. I. C, December 4.-The new wage scale agreed to by the larger coal operators was ready today to be submitted to the fuel administration for ratification. On this agreement, it was believed, a compromise would be reached by the miners anil operators, which would bring the soft coal ticup to a peaceful settlement. WASHINGTON. 1. -., December 4.
