JOCKEY ONEILL SUSPENDED IN FRANCE PARIS, France, November 8. The American vrlder Frank ONeill has been suspended indefinitely "for being left at the post Friday with Le Chatelet. the favorite for the Royal Oaks Stakes at the St. Cloud course. ONeill explained to the officials that the horse would not start for him despite all persuasion, hut the excuse was not effective. ONeill rides for the Macomber stable since Mr. W. K. Vauderhilts death and now leads all the French jockeys with a total of 127 wins. Another American rider, who also is attached to the Macomber stable, Guy Garner, is next to ONeill witli fifty-four races, and still another American, M. McGee, Is third with fifty-two victories. ! ; ,
