DRASTIC RULE TO STOP WITHDRAWALS NEW YORK, N. Y., September ..The stewards of the Belmont Park meeting have reached the conclusion that the present scratch rule is failing to accomplish the purpose for which it was created. It is operating against the lest interest of racing and is not just to the public. They therefore decided to substlute the following regulation, which will go into effect for overnight races Saturday, September 10: "In all races closing during the meeting or forty-eight hours before an owner may withdraw his horse by paying 10 per cent of the money given by the association to the first horse, payment to be made to the secretary at the time, of declaration. Declaration must be made by 10:30 a. m. on the day of the race. These declaration fees will be divided 50 per cent to the second horse and -10 per cent to the third. In case of sickness or accident a horse may be excused by the -stewards, but for no other reason."
