SCRATCH RULE AT AQUEDUCT MEETING NEW YORK, N. Y.. September 15. The scratch rule for the Aqueduct meeting, which opens Saturday, has been revised by the stewards of the meeting. The time before which declarations for overnight races may be made without charge has been changed from 1:30 p. m. to 1 p. in. The rule provides that declarations may be made under this provision so long as they do not reduce the field for a race below six. An additional provision has been inserted in the rule that "no horse shall bo declared after 1 p. m. without the consent of the stewards."
