ASK A BETTING MONOPOLY XEW ORLEANS, La., July 18. Leading local layers have combined in a proposal to the Business Mens Ilacing Association to abandon the operation of handbooks in tho city if they are permitted to carry on at the Fair Grounds track during the racing season. This proposal follows the recent declaration of war on the handbooks by the recently elected new directorate of the racing organization. This declaration was followed by police raids on a number of places where it was alleged wagers were being received. Tho proposal includes a provision that only persons who have been bona fide residents of New Orleans for two years be allowed to accept wagers at the Fair Grounds track-0,000 bond for each operator and elimination of those previously associated with the betting ring, and relatives of such associates, from the management of the track.
