PLAN. NEW ENGLISH COURSE LONDON, England, November 9. There is a movement to construct a race course at Sawbridgeworth, on the main London-Newmarket road, near Bishops Stortford. A committee is in course of formation, and a provisional secretary has been appointed. Subscriptions are being sent in, and an application will shortly be made for the necessary permit.
