AGAINST CLAIMING ABUSES SAX DIEGO, Cal., Dec. S. The following notice has been posted in the secretarys office at Tijuana: "Entering horses solely for the purpose of making claims, in races in which these horses are palpably outclassed and in no way aid the racing, is contrary to the spirit and intention of the Rules of Racing and is disapproved by the Tijuana Jockey Club. The racing secretary is empowered to refuse such entries when offered and to report such cases to the stewards."
