PROPOSED TAX BILL DEAD ABB AN V, N. Y., March 31.— The bill introduced in the Legislature designed to impose a tax of 5 per cent on the gross receipts of jockey clubs and racing associations conducting running race meetings in New York State is believed to be a dead issue, so far as the present legislative session is concerned. The Assembly Ways and Means Committee, to which the prpoosed law was referred, has decided not to consider the bill i favorably and, consequently, it will not be reported out of the committee to be voted ! upon by the members of the Assembly. As a result of this procedure the measure is virtually dead.
