W. IL. Keytesville, Mo. Such matters are theoretical largely, and to be cheeked by observation of actual results in racing. In a general way tracks are now much faster than they were twentv vears ago, but not so much so when compared with tracks of ten or twelve years back. If the time allowances you quote do not seem to work out satisfactorily, increase them. All really expert handicappers do that, and in time establish a system of their own.
