PROPOSED AMENDMENT TO N. H. AND S. RULES At the next meeting of the .National Hunt and Steeplechase Assoclatlon action will be taken on the following amendment to the rules: "No entry of a , horse that has started In a steeplechase or hurdle race, in this or in any other country previous to .October 1 of the year which lie Is a three-year-old, can ,be received for meetings held under these rules during his three-year-old year." The ainendmant already has been approved of by the committee on rules, S. S, Howland, II. S. Page, and . J. Morris, and has the, approval of practically all those closely identified with cross-country racing. The object is to project the Interests of tjiose racing under the National Hunt and Steeplechase rnles. As the clause now stands It merely prohibits the ,giving of races through the field for three-year-olds, before October 1. This does not prevent a three-year-old which had raced In the Yest from coming on and. meeting, a field ,of horses jnaklng their Initial efforts. The new rule also will " serveto check any desire on the part of eastern ; owners sending their young horses west for an education In races before the time they can be . raced in these parts.
