The object is to project the Interests of tjiose racing under the National Hunt and Steeplechase rnles. As the clause now stands It merely prohibits the ,giving of races through the field for three-year-olds, before October 1. This does not prevent a three-year-old which had raced In the Yest from coming on and. meeting, a field ,of horses jnaklng their Initial efforts. The new rule also will " serveto check any desire on the part of eastern ; owners sending their young horses west for an education In races before the time they can be . raced in these parts.
