NEW STARTING GATE TOO COMPLICATED. The new starting barrier was not put in operation during the races at Belmont Park Monday. When an official was asked why it had not been tried, he declared that it was too complicated. The stewards have decided to uso the old gate and to cling to the old method of starting from a standstill while the horses are flatfooted.
