GOVERNOR FOLK SIGNS ELY BILL. St. Louis. Mo.. May 1 1.— Governor Folk has signed the Fly bill prohibiting the telephoning of bets on horse races into another state for registration. This bill was passed at the regular session of the legislature, but without an emergency clause. Shortly after the adjournment of the regular session, announcement was made of the intention to hold a meeting at Delmar Park from April 15 to June 15, and, under the decision of the Missouri Supreme Court in the Oldham case, telephone the bets into lilinois or Arkansas to be registered. About the time of this announcement Governor Folk decided to reassemble the legislature and he urged the second passage of the bill with an emergency clause in order to prevent the carrying out of plans for sixty days racing here.
