TO HOLD THE STARTER RESPONSIBLE. New York, July 17. The stewards of the Jockey Club have been discussing the agitation for a change in the system of starting, and it is said that they have come to the conclusion that it is best that n rule be adopted which will permit the starter to use either the flat-footed or walk-up system, and hold him responsible for the starts. It is not expected, however, that the change will he made this year.
