TRYING OUT A NEW RULE. Saratoga, N. Y., August S. The new regulation which assesses a fine ot 0 before permisison will lie granted to lead a horse to the post, is being tried out here. All applications must be made to the paddock judge, when the stewards will pass upon them. There are grave doubts as to tin; success of such a move. It looks to be an injustice .to ask a man to pay 0 to have a really fractioiis horse led to the post, and at the same time it puts a premium on tlie use of stimulants. Some trainers might be tempted to take a chance, knowing that the package would lie lauded safely at the lxist, for the principle of those inclined to-such tactics is that the horse may be inclined to run away going to the post. With the danger of this removed there would be more inclination to make a change. However, the regulation does not provide that a request must always be granted, and it is within the province of the stewards to refuse any and all such applications. So far it is merely a regulation of tin; association, but on the working of it here depends its continuance at tlie other tracks.
