MEASURE TO RESTRICT BETTING TO TRACKS. Lexington, Ky., February 2". — As a substitute for the Wilhelm bill prohibiting poolrooms, and which was re-committed when it came up in the senate a day or two ago. Chairman J. P. Chlnn of the State Racing Commission, who is also the senator from Mercer county, has drafted a substitute which will be presented to the legislature shortly. The substitute bill was drawn after a conference with Colonel Milton Young and other members of the State Racing Commission, and will legalize betting at race tracks where racing is actually in progress, and will insure racing to Louisville and the track here and at Latonia, which are licensed by the State Bating Commission. Colonel. Young spent yesterday in Frankfort. He is a leading ineml er of the Republican party and is close to the administration. He is not apprehensive that there will be any legislative enactments at this session detrimental to the interests of racing in this state. It is expected that Hal P. Headley will be able to leave Mexico City for home tomorrow. However, he is reported to be far from recovery.
