LOUISIANA LEGISLATION MAY CONFLICT It is certain that racing will be attempted at New Orleans the coming winter The Locke law which went Into effect the middle of July last turns out to have had no repealing clause and there 1 fore does not repeal any former legislation There Is said to be an old law on the statute books of Louisiana which permits betting on racing in Louisi ¬ ana If this is correct there is a conflict of law for the courts to settle hut in the meantime the new law can hardly prevail over the old law Ap ¬ parently a period of inaction is created
