DUTY TAKEN OFF THOROUGHBREDS. New York. January 24. Through the passage of a regulation by the Department of Agriculture it will be iKssible for breeders of fine horses in the United States to draw upon foreign blood henceforth for breeding purposes. This regulation was prepared late in Xovenilcr and has recently gone into effect. For many years breeders in this country were compelled to pay high duty when importing the thoroughbred. There are several restrictions in this nqw regulation, but they are of such a nature that the objects most desired by the breeders of thoroughbred animals will be more easily realized. The order provides that any animal imported by a citizen of this country may be admitted free, whether intended for breeding purposes by the im-lsorior or to 1h sold for such a purpose.
