COLONEL WINN FOE MEXICO PROMINENT AMERICAN OFFICIAL WILL MANAGE MEETING IN MEXICAN CAPITAL. Returns to Louisville from Flying Trip to City of Mexico and Announces Arrangements for Meeting to Precede Winter Racing at Juarez. Lonlsville, Ky., September IS. M. J. Winn, general manager of the Louisville Racing Association and the Jockey Club Juracz, has been appointed general manager of the Jockey Club of Mexico, at .Mexico City. Colonel Winn returned this afternoon from the Mexican republic accompanied bv Judge Charles F. Price. The two racing officials made the trip to Mexico City and back in nine days, spending two days in the Mexican capital. Colouel Winns announcement of his appointment to his new position was the tirst intimation that he had been considering it. The officials of the Jockey Club of Mexico, among whom are included President Da La Barra, as well as other leading governmental otllclals and prominent citizens of Mexico, recently made to the Jockey Club Juarez a proposition to take over the plant with the understanding that Colonel Winn would assume Its direction. This prompted Colonel Winn to make the hurried trip to .Mexico. Arriving at his destination, he lost no time in perfecting arrangements for assuming the management of the plant and on October 25 he expects to open a seventeen-days meeting under the auspices of the Jockey Club of Mexico. The feature race will bo the Mexican Derby, worth 15,000 pesos, or ,500 In American gold. During every day of this meeting the club will distribute ,500 in gold In purses and stakes. The government will officially contribute to the meeting 25.000 pesos, 15,000 of which will be given for the Derbv. This is to enoourage the breeding of thoroughbreds in Mexico. The Derby will be run on the opeuiug lay. At this time the Jockey Club of Mexico will .he able to take care of only 150 horses, but Immediately after the conclusion of this falls racing. Colonel Winn will begin the erection of stables to accommodate 500 racers. The next meeting will be of thirty days duration and will begin In February or March. Thereafter on every Sundav and feast day throughout the year, racing will be conducted on this course as it is in Buenos Ayrea and Chile. "The outlook In Mexico City for racing Is splendid." said Colonel Winn. The most distinguished and eminent persons of the republic are Interested. In racing and the breeding of the thoroughbred horse. The Jockey Club Juarez has a twenty-year concession on the plant of the Jockey -Club oC Mexico. The track itself Is a duplicate of the course at Belmont Park. It has a training track on the inside fifty feet wide. This track represents iu realty value ,000,000. The grandstand, which Is about the size of the one at the Downs, cost 50,000. As abroad, the patrons of the sport prefer tho lawns and these are magnificent. The entrance and approach of this track is the most beautiful I have ever seen. The grounds, Dowers, shrubs and trees have been planted in accordance" with the French Idea of decoration. The Jockey Club of Mexico track is but fifteen minutes ride from the heart of the capltol. It is close to Clia-pultepec. the palace of the president. In the distance are two Volcanoes. From the lawns may be seen the Mexican military Academy, corresponding to West Point in the United States. "Will Shelley, of Ixmlsville. will act as secretary and presiding Judge during the fall meeting in Mexico City. I shall serve in the stand with him. A number of horsemen will ship to Mexico City from the Downs when our meeting hero ends, among them will be W. G. Yanke. The Jockey Club Juarez will oien lis 100-days meeting on Thanksgiving Day, November 30." Colonel Winn says that no longer does there exist in Mexico any evidences bf disorder.
