RECOMMENDS AMENDMENT OF LAW. Ncv York Racing Commission Comments on Deplorable Condition in Annual Report. • Albany. N. Y.. January IV. — The so-called anti-race track gambling law- should lie amended so as t.. relieve directors ami officials of racing assoeia-ii..ie personally from being liable to prosecution for the recording of bets by third persons, says the annual report of lhe state Racing Commission presented to the legislature yesterday. •"lhe state of New York." says the commission. "which should lead in encouraging the breeding of thoroughbred horses, docs nothing in the direction. n the contrary, the anti-racing legislation of liios and Villi has inflicted serious damage to the cause. Il seems remarkable that the only place any cognizance is taken of belting should be upon the race track, and then the penalty visited upon those who 1 ad nothing to do with it.
