MR PRATT NOT YET THROUGH Toronto Out April 10 It was Iteeause of a tech ¬ nical Haw in the wording of the measure that Arthur C Pratt member for South Norfolk has decided to withdraw from the Legislature his bill to establish a commission for the regulation of racing in Ontario One of the flaws in the bill is the omission of the word horse though obviously it was tho In ¬ tention to coutine the legislation exclusively to horse racing Under the rules of the House Mr Pratt cannot introduce a new bill this session but instead will bring HI a resolution before the Legislature eni Iwdying his views on the subject Mr Pratt said today that his resolution is now in the hands of Sir James Whitnev the premier and that it was to the effect that the government should take steps in regard to tliir proper taxation of race tracks in the province and also the establishment of some l an of systematic control This resolution will come np in the House at an early date said Mr Pratt and I will express my views on the subject One point I wish to empha ¬ size is the objection to the employment of alien labor among the oflitials at race tracks such as judges and clerks of the scale There are other phases too that I desire to discuss and on which Ihe Legislature should take action 1 Mr Pratts pronosal was for the formation of a commission of live members three of whom were to be breeders and raisers of thoroughbred stock a secretary with a salary of 12 X a year to be appointed bv the commission commissionThe The bill stated that the commission should have the power to prescribe rules regulations and con ¬ ditions under which running races should be con ¬ ducted in this province and no such races should be held except by a corporation or association duly licensed bv the commission Any corjKirutlon de ttiring a racing meeting animal or otherwise would have to apply to tho Provincial Racing Commission ind if In the judgment of the commission a proper case for the issuance of the license was shown the license might be granted for a term of one yeaf Tie license would be subject to the rules regnla t ions and conditions from time to time prescribed i I wo Id be revocable by the commission for any anyv v at U of the regulations Win ver the con ti u c of s ch liceTse was d ned by the comims sl i not conducive l tlii interest of legitimate St i II 7w 1 cancelled but for this concella tioa the commission must publicly state its reason
