THE SWING OF THE PENDULUM. Tho New York Legislature refused to give a hear-in" to a bill that was to add to the restrictions and annoyances now surrounding racing in that state. The .Maryland Legislature by a vote of 70 to -j has returned to a committee which will not report this session a measure on the same lines as that now in force in New York. The Virginia Assembly declined to take up anything of the kind, and has adjourned without touching the subject..
