Murphy of the Business Mens Rac-t" ing Association has promulgated the following special rules in connection with the coming winter meeting at the Fair Grounds: "Owners are requested to see that their grooms and stable lioys who are sent to the paddock are cleanly dressed. "All dogs and goats must be kept tied up. Fail-d ore to live up to this rule will result in the of-n fender being fined. "Jockey licenses will be ten dollars ami trainers five dollars. This money will go into a special fund to take care of sick or injured persons in the employ of licensed trainers and to care for injured jockeys. At the conclusion of the meeting any surplus remaining will be given to the Charity Hospital. "Scratches are due at 1 oclock. There will ! e no declaration fee. 1nder eight, horses may be withdrawn only by consent of the judges, and own-n ers are warned not to work horses until it is de-,. termined that a horse has been excused. The judges will give permission to such owners to work be-j tween races if desired. No reasonable excuse will lie rejected in the matter of excusing horses, but the management issues no badges, and as it cater.; largely to tourist travel, it is incumbent that tha races should be held together. Owners and trainers In making entries may expect to run unless there is a reasonable excuse to scratch." •
