CONGRESSIONAL ANTI-BETTING MEASURE. Washington. D. C, May 24. — A bill barring from interstate commerce race-track bets, lottery tickets and other forms of gambling transactions, was passed upon favorably by the Interstate Commerce Committee yesterday and ordered reported to the House. The measure imposes a fine of ,000 or two years imprisonment for violation of the provision and makes telegraph companies and other, institutions of that character and common carriers, which may transmit the l ets, jointly liable with the person attempting to transmit them.
