JUAREZ MAY ESTABLISH MUTUELS. The main stock in trade of the officials of the Jockey Club Juarez is pluck. That was proved last winter, when they conducted a race meeting in the face of most unfavorable circumstances: conditions so adverse to the successful carrying on of a race meeting that will probably never be equaled. Certainly no jockey club in the history of racing ever stacked up against a tougher proposition than was the case of last winter. The worst thing the racing fans had to contend with was the bookmakers so-called bookmakers. The uncertain feeling for personal safety on the part of American visitors to the track 011 account of unsettled conditions in Mexico, which proved groundless in every instance, failed to hurt the sport one-tenth as compared to the rack and ruin wrought the game, by the sure-shot priccniakcrs. The holders of the ring privileges had nearly everything sewed up last season, and tin? association was made the goat of a combination of buzzards 011 tin? block, the abominable activities of which were probably never equaled in the history of racing in the world. So long as bookmakers do business on race tracks, there will bo bookmaker owners, as was the case here last winter. The horses did not run in the names of the people on the block, but it is an established fact that before coming to Juarez and after the close of the local meeting, horses raced under the name of one of the biggest operators, who controlled the runners while racing here under the colors and names of several different individuals. In one or two cases the horses were owned by people whom the association refused the privileges of the course. The fact is not generally known, but such was the case. . There is no law to prevent "Mr. Smith" from "selling" his horses to "Mr. Jones." but it is possible for the jockey club to say what particular people shall be denied the privileges of the course, and the officials wen? successful in keeping that particular brand of shyster away from the Juarez plant. It took pluck to do it. and let it be said in favor of the stewards and management, they did it. To date, the Jockey Club Juarez has yet to fail in any one of its broad undertakings, and I am stringing along with a little wager that the machines will make it a go. AH matters pertaining to the sport this season will be directly under the control of tin? jockey club officials through tin elimination of tin? sharks of the block. As a result, the sport is bound to be clean. AVhat the machines dill for the thoroughbred sport in Maryland and Kentucky and Canada will be , repeated at Juarez.
