GENERAL NEWS NOTES OF THE DAY. President Wilsons representations to the belligerent powers, in the interest of an early termination of the great European War, is in the form of an official communication to every belligerent, suggesting a comparison of views as to terms on which peace might be concluded and of the guarantees which might lie given to insure the world against a repetition of the conflict. The important points in the presidents note are: Assertion that the peace suggestion is advanced in the most friendly spirit to all the nations at war. Declaration that the action taken is in part based upon concern for the early conclusion of the war arising out of a manifest necessity to determine how best to safeguard American interests should the war continue. Disavowal that the presidents action lias any connection with the recent overtures of the central powers. Suggestion that all the belligerents express explicitly their respective views as to the terms upon which the war may be concluded and the arrangements which would be deemed satisfactory as a guaranty against its renewal or similar conflicts in the future. Statement of a willingness on the part of the president to serve in any way to facilitate peace. Expression of the view that the objects for which each side is fighting are identical. Announcement that the American people stand ready and even eager to relieve the smaller and weaker peoples of the world of the peril of wrong and violence. Reference to the intimate interest of the American people in the conclusion of the war, lest it should become ,too late to accomplish the greater things which lie beyond its conclusion; lest the situation of neutral nations, now exceedingly hard to endure, be rendered altogether intolerable, and lest, more than all, an injury be done civilisation itself which can never be atoned for or repaired. Declaration that the president feels altogether justified in suggesting an immediate opportunity for a comparison of views as to the terms, which must precede the ultimate arrangements for the peace of the world. Urgent suggestion that the authoritative spokesmen of each side shall proclaim the precise objects which would, if attained, satisfy them and their people. Disavowal that the president is proposing peace or even offering mediation, and declaration that he is merely proposing that soundings be taken in order to establish how near the "haven of peace" may be. The population of the United States continues to shift to the cities, according to estimates announced by the Census Bureau. The entire population of continental United States for 1910 has already been estimated at 102,017,312. The total in the states, territories and United States possessions is put at 112,4-14,020. In the last six years the growth in the white population was 10,000,000 and the negro population about 750,000. Total transactions on the New York stock exchange just before the close were estimated at almut 2.700,000 shares, the largest, with one or two exceptions, in its history. Following a wild flurry at. the opening of the stock exchange today, in which securities slumped badly and then partially recovered, another wave of selling in the late forenoon forced prices of many issues into new, low ground for the day. A centrifugal machine gun, said to throw 3,000 projectiles a minute at an initial velocity of 4,000 feet a second, was tested by naval authorities at Vallejo, Cal.. Thursday. The initial velocity of the army rifle is 2,000 feet a second. The centrifugal gun is operated by electricity. It was operated under the direction of E. N. Rice of San Francisco, who claims the invention. Reports from the seat of war are to the effect that except for artillery action, calm prevails on the western front, while Berlin announces that the enemy forces, which have retreated in Dob-rudja, have made a stand and are opposing the advances of the Teutonic armies. Petrograd says the Russian troops have broken through the German lines. A submarine moving south was observed about 100 miles off the New Jersey coast on Tuesday afternoon by the officers of the American steamship Advance, which arrived at New York yesterday from the Canal Zone. The nationality of the undersea vessel was not learned. " ; 1
