GENERAL NEWS NOTES OF THE DAY. 1 Resistance to the draft will "instantly encounter federal troops," Provost Marshal General Crowder announced yesterday afternoon. Eligibles evading the draft will be treated as deserters, he said, and "the whole strength of the military arm of the government is available to apprehend deserters, if necessary to use such force." General Mueovisky, commander of the guards corps, which headed the Russian retreat on the southwest front, has been ordered shot, according to a dispatch from Petrograd. This sentence came after p. court-martial, which was ordered by General Komiloff, commander in chief, for noncompliance with his orders to shoot deserters. Colonel Theodore Roosevelt has announced that he would not accept appointment as chairman of the New York state food commission, as proposed in the bill prepared by the legislative war committee. He declared he had no especial qualifications for the position and that the appointments should be made by the governor. Manganese exports from Brazil in 1916 totalled 1503,120 tons, valued at ?7,080,054, a substantial increase over the exports of the preceding year.
