MIGRATORY BIRD LAW INVALID WASHINGTON, rf. O.. January 7. The federal migratory bird law of 1913, under which the government, for the first time exerted authority over pre-scrilKMl "closed seasons" for wild birds which migrate from state to state with the varying seasons, was in effect declared invalid today by the United States Supreme Court, which dismissed on the governments motion an appeal from a decision of the Arkansas Federal District Court, holding thu statute unconstitutional.
