SUGGESTS DIVIDING HANDICAP CLASS SARATOGA SPRINGS, X. Y., August 23. Speaking of the future of racing, Commander Ross today declared himself aii advocate of more opportunities for the medium caliber handicap horses. "I really think some sort of arrangement should be made for the moderate handicap horses," said Commander Ross. "There are so many in that class which have so few chances that associations might provide for them even if they went so far as to split the big handicaps; if not all, some of them putting the higher weights together for one race and the middle and lightly weighted horses in a sort of second division. If such a system could be arranged it would provide interesting sport, and there would lie opportunities for the middle and lower class horses to earn more than they do liow. Anyone with a moderate handicap horse which is just a little too good for a selling plater would have work provided for his horse, which would naturally enhance his value, due to its earning capacity being increased."
