GENERAL NEWS NOTES OF THE DAY CHICAGO. 111.. October 20. Weather forcast: Illinois Showers tonight, probably followed by clearing Tuesday morning; not much change in temperature. Missouri Partly .cloudy and cooler in west and central portions; probably showers in extreme east portion tonight; Tuesday generally fair. General forecast The indications are for showers this afternoon and tonight and in the middle and upper Mississippi valley and the western lake region, probably continuing Tuesday in the latter section; light snow is probable tonight in North Dakota; the temperature changes will, not be important. WASHINGTON, D. C, October 20. Steps to prevent an abnormal increase in the price of sugar because of the existing shortage were taken today by the department of justice. Attorney General Palmer notified beet sugar refiners, who have been withholding their product from the market until the price situation became more stabilized, that the United States sugar equalization board had determined that ten cents was a fair price to be charged the wholesalers, and any charge in excess of that amount would be regarded as a violation of the food control act. WASHINGTON, D. C, October 20. Reaffirming his refusal to negotiate with representatives of labor unions not employes in tho plant of the United States Steel Corporation, Elbert H.
