MARYLAND VACANCY FILLED Governor Ritchie Appoints James A Latane as Racing Commissioner BALTIMORE Md April 20 James A Latane lawyer and former assistant United States district attorney has accepted the post of the Maryland Racing Commission made vacant by the resignation of Joseph P Kennedy Mr Latanes name has been under consideration by governor Ritchie for a week but it was not until today that the new racing officeMr commissioner decided to accept the office Mr Latane will take up his new duties at ii meeting of the racing commission tomorrow His mind is said to be open so far as to the controversy over the adoption of licensing rules or other diffi ¬ culties which the commission has been having with the tracks are concerned However Mr Latane is said to Jiave expressed to governor Ritchie the firm conviction that the Maryland commission should so perform its duties that there will be no doubt in the minds of the people of Maryland as to who is responsible for the conduct and regula ¬ tion of racing in this state stateOne One of the first questions that will face the new commissioner will be the settlement of the dispute again raised by Pimlleo over the signing of tho agreement of the distribution of excess prollts by the supervisionThe tracks under the commissions supervision The charges against P T Chinn and Cal Free ¬ I man two owners also will be heard tomorrow morning These charges concern the failure to win of Nohant a horse run in Freemans name at Bowie on April 13 and was claimed by him only a short time before from Chinn ChinnJockey Jockey J Heupel who rode Nohant was sus ¬ pended indefinitely after the race Nohant ran third The winning horse was favorite in the hit ¬ ting The entries of riiinn and Frotiiian have been barnd from Havre tie Grace pending settlement of the present tase ommivsioticr Timanus yester ¬ day was in favor of immediate settlement Com ¬ missioner Olivier listened to the plea of former representative Carvell D Benson counsel for Chinu that a bearing be granted tomorrow
