VALIDITY OF RACING CHARTERS TESTED The Western Racing Association, operating the Devonshire race course, faced three gambling charges in the Windsor o!ee court today, the result, of a prosecution started by William Greer, provincial jwlice inspector, acting presumably under instructions .from Attorney General Raney, who, it is intimated, has ordered tin- legality of racing association barters tested. Similar charges were preferred against the Windsor Jockey Club three weeks ago, but these cases have not yet been disposed of. It was stated today on good authority that the charges against the racing associations here an; purely to test the validity of the charter under which the associations operate, with a view to making a test case affecting all other race courses in the province. Magistrate Gundy today laid the charges over for eight, days, when it is expected that the prosecutors will be ready to proceed with their case.
