NO HALF WAY MEASURES HERE Karl Koehn, a leading bookmaker with over 30,000 clients in Berlin, Germany, whera wagering is conducted under government supervision, has been arrested and charged with the diversion of his clients Investments from the pari-mutuel to his own pockets. Koehn pleaded that his customers were just as great offenders a3 he was and was sustained in that contention by the highest court. The Berlin police now have orders to arrest tiie 32,000 men and women clients of Koehns and bring them to trial. A
