IN PROCESS OF FORMATION Rumors of a New Racing Circuit On Pacific Coast Tanforan and British Columbias Three ThreeTracks Tracks with Probability of New Ones Onesin in Oregon and Washington SAN FRANCISCO Cal January 9 A cir ¬ cuit of racing on the Pacific Coast is in proc ¬ ess of formation The new Tanforan track two tracks at Vancouver B C and the Wil ¬ lows track at Victoria B C will be in the circuit and it is more than a probability j that tracks in Oregon and Washington will be assigned dates I Robert F Leighton racing manager of the Pacific Coast Jockey Club has brought the news here that the Victoria Riding and Driv ¬ ing Club was organized while he was on a vacation trip North Prominent citizens of Victoria are back of the movement to hold race meetings in the fall Last year two seven days meetings were held at Brighouse Park and Hastings Part Vancouver but none at Victoria The elec ¬ tors of Victoria voted recently in favor of parimutuel wagering and that paved the way for the resumption of the sport sportRacing Racing in Oregon and Washington will be put on in the event the legislatures of the northern states pass bills to be submitted at the sessions starting this month The bills in the two states are almost identical The Oregon bill provides for a racing com ¬ mission of three members to be appointed by the governor to have full control of the sport No license shall be granted for more than fifteen consecutive days of racing in a community or more than twentyfive days in that locality in the period of one year Fair associations will not be allowed to race mere than six days daysA A minimum license fee of 500 Is prescribed for each day of racing conducted by a rac ing association and the funds shall be dis ¬ tributed for the encouragement of the breed I iing of purebred horses cattle hogs sheep and goats goatsA A provision in the bill is to the effect that should the commission consent totalizators or parimutuel machines may be used Book making is prohibited prohibitedIt It is the plan of the sponsors of the circuit to race at Tanforan in the winter months Oregon and Washington in summer and Brit ¬ ish Columbia in the fall fallThe The promoters of the Victoria racing pro ¬ gram announced the Jockey Club had been formed for the purpose of putting horse rac ¬ ing and the breeding of thoroughbreds on a new foundation Its objective according to the announcement is to stimulate clean racing and to arouse public interest in a sport that has been neglected the last few years yearsPowerful Powerful newspapers of Seattle are sup ¬ porting the movement for the revival of the sport in Washington and the stock raisers of Oregon are back of the campaign in that state
