FRANK SHANNON GOES WEST NEW ORLEANS, La., March 25. Frank Shannon, avcII known in turf circles, departed Tuesday for California on an extended Aisit. He plans to return East for the opening of the metropolitan season and later to transfer the scene of his operations to Chicago.
