JUDGE MURPHY GOES SOUTH Joseph A. Murphy passed through Chicago yesterday on his way to New Orleans, where he has some important conferences scheduled affecting the winter racing. He will leave New Orleans Friday noon for Dallas, Texas, where he will preside at the State Fair races and confer with leading horsemen and breeders of the state with a view to repealing this winter the repressive laws on racing. He received a wire here from W. H. Stratton, secretary of the State Fair, that the embargo on cattle on account of the hoof and mouth disease did not extend to horses and that the prospects of a successful meeting were bright
