LOUIS, Mo., May 4.— Application for a charter for the Missouri Association of Horsemen has been filed in the Circuit Court] here. The petition sets forth that the asso-j ciation was formed for the purpose of en-j couraging and promoting educational and scientific research as to horses and mules, and "to stimulate and conduct the holding of horse shows, fairs and meets of horsemen" and to "exercise its influence in assuming control and directing races or contests of speed and endurance between horses as may be conducted in the state, except at the state or local fairs, so as to prevent .violations of the law." James Mouchin signed the petition as [president. Other signers are Dr. William. C. Cadsliy, W. Rufus Jackson, Joseph A. Mur-j phy, E. E. Major, 15. A. Jones. R. F. Cop. page, C. W. Hall. Edward L.
