NO RACING AT OAKLAWN PARK NEW ORLEANS, La., Jan. 8. In a letter received here today Joseph Martin, writing from St. Louis, quotes Charlie Cella as follows: "I will not open Oaklawn Park at Hot Springs under any circumstances this year. Cost of putting plant into shape and conditions prevailing at this time are the principal reasons for this decision."
