PROSECUTE LAW VIOLATIONS Governor Lehman of New York Notifies Syracuse District Attorney and Sheriff of Duty. ALBANY, N. Y., July 13.— Governor Lehman today sent telegrams to District Attorney William C. Martin of Onondaga County and to Sheriff Thomas H. Monro of the same county, notifying them to prosecute violations of the betting law at Syracuse. To the district attorney at Syracuse, Governor Lehman said: "I wish formally to notify you that on July 11 the attorney-gen-| eral of the state ruled in an opinion that the so-called option system of betting on horse races conducted by the Onondaga Racing Association at Syracuse is illegal, in that it violates the penal law. As district attorney of the county, you are charged by the constitution and the laws of the state with the duty to prosecute any violation of the penal law." The governor also notified Sheriff Monro at Syracuse that it was his duty to prosecute any violations of the penal law in connection with the system of betting carried on at the race meeting conducted by the : Onondaga Racing Association at Syracuse and that the law be strictly enforced at once.
