RULES COMMITTEE MEETING LEXINGTON, Ky., April 22. The meeting of the rules committee of the National Association of State Racing Commissioners, to be held at the Congress Hotel in Chicago next Saturday morning, April 27, will have for its major problem the picking up of loose ends in the associations endeavor to bring about national unification of racing rules, according to secretary Thomas R. Underwood. The meeting was called by Leo Spitz, of Illinois, chairman of the committee. Other members are James F. Hay ward, Maryland; Isaac Collins, Ohio; Edward J. Brown, Washington; James C. Thornton, Rhode Island; John Sloane, New York; Walter Donovan, Florida; Ralph George, New Hampshire; Joseph D. Frost, Michigan, and Thomas R. Underwood, Kentucky. The usual spring meeting of the association, according to secretary Underwood, probably will be held in Rhode Island, though neither the date nor the place is definite, -
