TEXAS RACING KILLED State Senate Passes Bradbury Bill Repealing Mutuel Betting Law LawHouse House Previously Had Voted Favor ¬ ably on Same Measure Governor to Sign Not Later Than Saturday AUSTIN Texas June 3 The Texas sen ¬ ate this afternoon passed the Bradbury bill which repeals the parimutuel betting law under which racing has been conducted in Texas since 1933 The vote was 18 to 13 The lower house had passed the same measure early in the week four days after having been called in to special session by Governor Allred It is expected that he will sign the bill not later than Saturday and it will be ¬ come law in ninety days daysThere There were no amendments to the bill Antirepealists were prepared to submit sev ¬ eral changes including the postponement of the repeal until 1939 and an amendment calling for local elections wherever racing permits were requested but LieutGov Woodall presiding ruled all amendments out of order as not coming within the specific call for the special session sessionOne One of the antirepeal leaders offered an amendment which would have made the law applicable to all bets on race horses wher ¬ ever made and was designed to prevent the transmission and publication of racing news Continued on fortieth page TEXAS RACING KILLED Continued from first page in order as it was explained to go the whole hog on reform This like all other amendments was ruled out of order Still another amendment would have specified betting on automobile racing racingSTRICKEN STRICKEN FROM MEASURE MEASUREThe The governor sent a message to the senate saying he immediately would submit a call for suppression of betting on dog races and for more restrictions on bookmaking outside of race tracks Such a provision as the lat ¬ ter had been incorporated in the Bradbury bill but on the authors motion this was stricken from the measure before it was passed by the house houseAlthough Although a similar bill by Senator Nelson had been voted favorably by a senate com ¬ mittee and was expected to have the inside track in the senate today the upper body adopted the Bradbury bill the first intro ¬ duced during the long regular session in January as the one upon which to vote It was moved to third reading by 17 to 14 14Penalties Penalties of the bill were made more moresevere severe just before its adoption by the house houseThe The fine for violation of any provision is isI I from 200 to 500 for each offense and jail jailsentences sentences of from 30 to 90 days
