REFUSE COTTON BILL RULING WASHINGTON, D. C, April 12. The United State Supreme Court in its regular Monday session refused to give a ruling at the request of the government on the constitutionality of the Bankhead Cotton Production Control Act. The decision was desired so as to find out what disposition should be made with the ,562,097 of taxes that were collected under the act.
