SEABISCUIT MAY NOT START Trainer Smith Says Howard Star Will Be Absentee From Bay Meadows Handicap. SAN MATEO, Calif., April 12. Seabiscuit is no certainty to go to the post in the 5,000 added Bay Meadows Handicap Saturday afternoon, and if not it will be a wild scramble for the purse money.
