Trainer Ruled Off WHEELING. W. Va., June 12. — The Wheeling Downs stewards revealed today that R. Penn has been ruled off for fraudulent registering. Penn came here with the horse Cackle Time, claiming right to sell it. He sold Cackle Time to George Houston. However, Mrs. L. Roebuck has proven ownership to the horse and the stewards returned Cackle Time to her, but ruled that George Houston should retain the purses earned while running in Houston s name.
